ADMINISTRATION DEPARTMENT

The department provides a client-oriented and cost effective support service in the specialised fields of corporate secretariat, human resources and legal advice. It also facilitates services to the benefit of the external customers of the local authority, including government ministries, institutions of learning, corporate institutions, non-governmental institutions and the general public.

It is headed by the Director Administration and Human Resources. The department has seven sections which include; Audit, Environmental Health, Fire and Ambulance, Health section, Public Relations and Development, Security Services and Systems Admin.

Audit Section

The section is headed by the Senior Internal Auditor. The section provides internal audit services to the council and ensures that reliability, adequacy and integrity of financial information.  It also ensures the following:

  • Compliance with council policies, plans, procedures, laws and regulations,
  • Departmental operations/ activities are conducted in an economic, efficient and effective manner.
  • Accomplishment of established goals and objectives for operations or programmes,
  • Safeguarding and ensuring physical existence of council assets and minimize losses.

 

Environmental Health

This section is headed by the Environmental Health Officer. The functional responsibilities of this section include the provision and maintenance of an acceptable site for all domestic, garden and sensitive waste as well as refuse removal services. Basically this section works as an advisory arm to the local authority with regards to environmental health matters. These include health inspections; refuse collection services, pest control and burial and cremation.

 

In simple terms, the day to day activities of the Health section include the following:

  • Food, Water and Sewerage Effluent Quality Monitoring
  • Licensing of Businesses
  • Building Plans Examination and approval, disease Surveillance And Prevention/Suppression of Communicable Diseases
  • Inspections of Trade Premises For Health And Safety Complianc Health Education And Awareness
  • Solid Waste Management For The Town
  • Monitoring of Cemetery Undertakings
  • Pest Control Activities

 

Fire and Ambulance Services

Its led by the Fire Officer .The Fire and Ambulance Services deals mainly with issues around civil protection, rehabilitative, curative, psychological and pre-hospital care within the Beitbridge community. The day to day activities of this section  include provision of pre-hospital care to victims of accidents, disasters and those who fall sick and conveying these to medical care facilities and institutions.

 

 

Health Section

The health services section is devoted to providing accessible and affordable health services of high quality to the residents of Beitbridge. It is also responsible for curing, preventing and promoting primary health care. At the moment Municipality of Beitbridge has two clinics, Dulivhadzimu and Tshitaudze clinics which offer comprehensive services. The services offered include: outpatient care, family planning, and antenatal care, post natal care, HIV counselling and testing, Expand Program on Immunisation, CD4 count, TB screening and treatment, PMCT, coordination of community participation in health activities. The section is headed by Acting Sister in Charge.

 

The clinics opens from 0730hrs to 1630hrs week days

0730hrs to 1200hrs on Saturdays and Public holidays and is closed on Sundays.

 

Public Relations and Development Section

The section is headed by the Public Relations and Development Officer. The section is responsible for:

  • Marketing the council locally, nationally and internationally through establishing networking partnerships with various stakeholders’ e.g, government, nongovernmental organizations and businesses.
  • Relationship building to cultivate a sense of ownership of the town through meetings and workshops Information management and dissemination.
  • Disseminate timely and accurate information about the municipality and Beitbridge Town.
  • To create, manage and improve the image of Beitbridge Municipality and the Town of Beitbridge
  • Advising council on issues of Local Economic Development.
  • The section is the information centre for council.

 

 

Security Section

The security section was established under section 142 of the Urban Councils Act Chapter 55:5, which states that:

 

Uniformed employees

1. without derogation from section one hundred and forty-one:

a. A council may appoint in terms of that section employees for the purpose of assisting in the control and protection of the property under control of council,

b. A municipal Council may appoint in terms of that section Parking Supervisors to assist the police in the enforcement of any enactment to which the Municipal By-laws Enforcement Act [Chapter 29:10] applies:

2. An employee appointed for the purpose specified in paragraph (a) and (b) of sub section (1) may, when in uniform and upon proof of his appointment, demand the name and address of any person reasonably suspected by him of having committed any offence in relation to any property of or service or amenities provided by the council.  

3. An employee appointed for the purpose specified in paragraph (b) of subsection (1) may , when in uniform and upon proof of his appointment, demand the name and address of any person reasonably suspected by him of having committed any offence in terms of any enactment to which the Municipal Traffic Laws Enforcement Act[Chapter 29:10] applies.

4. A person who-

a. When demand is made to him in terms of subsection (2) or (3) fails to furnish his name and address or furnishes a false name and address; or

b. hinders or obstructs or uses foul, abusive or insulting language towards or at an employee appointed for the purpose specified in subsection (1) whilst that employee is engaged upon the execution of his duties;

shall be guilty of an offence and liable to a fine not exceeding level five or to imprisonment for a period not exceeding six months or to both such fine and such imprisonment.

Systems Administration

This section is the driving force for the Council’s information technology which makes it possible for all the other sections and departments to access information with ease. The section is the gateway of Council to the outside world using the internet.

The Section deals with long term planning for the development of the IT infrastructure, including contingency for data recovery. It also looks at medium term planning for upgrading and maintaining systems, assigning budget constraints, and outsourcing parts of the IT function to external companies.

The section’s main duty is to ensure that the Council’s information management systems run efficiently with minimal downtime, and to provide one-on-one support to its users. The team leader is the Systems Administration Officer.

 

Transport section

It is responsible for the administration of council vehicles. The allocation of vehicles for daily work is done by this section. The section also keeps records of council vehicles and make sure that those which are due for service are serviced at the right time without compromising their condition. Motor mechanic, diesel plant fitter, machine operators and vehicle drivers fall under this section. It is headed by the Transport Officer.

Beer halls section

The section is responsible for the administration of council beer halls. It makes sure that the beer halls environment is always clean and presentable as perceived by clients. Moreover the team has to make sure that there is enough beer in stock, hence they are responsible for making sure that there is enough stock for clients. The team is made up of cleaners, cashiers, supervisors and it is led by the bar manager.
